Advocates of home rule and local control should congratulate the state Legislature on its efforts to level the playing field for cities and towns when dealing with unions.
Last week the House Finance Committee, by a vote of 18-7, endorsed a provision making union members at-will employees should contract negotiations end without a settlement.
The legislation, offered by state Rep. Neal Kurk as a budget amendment, says union members with expired contracts "shall become at-will employees whose salaries, benefits and terms and conditions of employment shall be at the discretion of the employer."
The key word here is "discretion." No one is mandating what municipalities and school districts do, just giving them another tool to ensure public tax dollars are well spent.

FYI on the Unions Evergreen Clause that they are crying about here in NH "The Massachusetts Supreme Court has issued a decision that invalidates most contract extension provisions (so-called “evergreen clauses”) which appear quite often in public employee collective bargaining agreements. Whether you disagreed like I did or agreed with Geraldine's politics, you have to admit she stood up for what she believed in and I had a lot of respect for her. My condolences go out to her family and they are in my prayers.

Baldasaro didn't break any laws at the polls

LONDONDERRY — While some objected to "electioneering" by Rep. Al Baldasaro, R-Londonderry, at the polls March 8, he was within legal boundaries.
Baldasaro made copies of the town and school district's ballot on 5-by-11-inch card stock. He then filled in his choices for Town Council, Budget Committee, Trustee of Leach Library, Trustee of the Trust Funds and School Board. He also checked off "yes" on the article as proposed by the Charter Commission, of which he was a member, that would decide if the town went to ballot-style voting beginning next year, ending the traditional Town Meeting.

LETTER TO THE EDITOR ON THE REBUTTAL TO SUPERINTENDENT PRESS RELEASE 3-20-2011
I wrote the Attorney General and obtained an legal opinion and we showed the School Board the Attorney General’s letter which was signed off by the Secretary of State and the Department of Revenue. Charter Commissioner Steve Young was present when the Assistant secretary of State and Towns Attorney said the quorum was illegal. Therefore, our answer from the school board was that a determination must be made by the courts regarding the legality of the quorum, what options did we have besides going to court?
Our Attorney sent a letter to Superintendent Nate Greenberg and Moderator John Michaels asking them to stop the illegal quorum and gave them 10 days to come up with a working solution to the illegal quorum and they refused. The School district, School Board and the School District’s Attorney were the only ones stating that the quorum was legal and they decided to stand by the illegal vote. If you knew at the time of your past ballot votes that the quorum was unconstitutional, would you have voted for the quorum?
I can tell you that I left the quorum question on the ballot blank last year because I felt it was not right.
The School District wants you to think, that we could have done a Citizen's petition. That is not true, because it would have required forcing another illegal vote on the quorum question.
In my opinion, it is time to move on and I ask that district to not come up with excuses that we could not or did not try to work with the School District when they refused to take responsibility for endorsing an illegal quorum.
Senator Carson and I will work together to find a bill that we can amend to fix the default budget issue. I will not file any legislation that puts a quorum in place, which steps on Voter’s Rights at a Deliberative session.
For many years, US Supreme Court/NH Supreme Court made many decisions protecting Voter’s Rights and we should never give up one inch of our Freedom.

The court has spoken and I am in hopes that the School District moves on in the best interest of the whole town and our Constitutional Right to Vote.
I do want to thank the many residents who stood by Former Councilor Brian Farmer, Town Councilor Chairman Sean OKeefe and me for standing up in protecting our Constitutional Right to vote.

Thanks for posting this and I thank you for your sincere comments.
I was going to post this letter but you beat me to it!!!
Kathy has lost all credibility with many in town who have read her letter of deceit to the Tax Payers in hopes to get the usual feel bad for the kids mentality that comes out of many School Districts and Legislators to get people to support throwing more dollars at the schools.
I am really ashamed at her for sending out lies throughout our community and Kathy Wagner owes Brian, Sean and myself an apology for this bull.
We have never said we wanted a flat tax, or distorted the truth, but expressed our opinion on an unconstitutional quorum. Because we disagree with Kathy, she is spreading falsehoods about us. The people will decide what happens with the budget not us.
Knowing Kathy, I won't hold my breath waiting.
It's a shame that the School Supporters of the quorum would stoop this low!!!

"Before a legislative committee Thursday, Attorney General Michael Delaney said he opposes House Bill 89 mandating that he join a lawsuit, brought by Florida and several other states, challenging the federal health care act. The suit claims the federal law is unconstitutional because it requires people to buy health insurance.
Delaney told the House Federal Relations and Veterans Affairs Committee that the bill violates the separation of powers doctrine in the New Hampshire Constitution and the long-standing tradition of an independent attorney general.
But bill sponsor Rep. Kenneth Weyler, R-Kingston, said joining one of the suits "seems like such an obvious thing. We should not allow this. But the attitude of the (attorney general) was less than stellar (with him) saying 'I don't have to do what you say.'""...

You know, my neighbor and I were talking just the other day about this, wondering when we'd get some local legislative action on getting those marbles home. Seriously, before you criticize Republicans for filing frivolous legislation you should move out of the glass house.
Meanwhile, you have the aforementioned Ms. Sullivan lambasting Rep. Al Baldasaro for a proposed constitutional amendment. If you ever need a clinical definition of a straw man argument you will find none better than this. If anyone can locate references to the Pledge of Allegiance, the Fourth of July, or secession in Al's bill be sure to let me know.
And how about this gem. Enrique Meza, a Manchester immigration attorney and head of Governor Lynch's Advisory Commission on Latino Affairs was recently quoted regarding the Hispanic population in New Hampshire, "Some of us are legal. Some of us are illegal…we're here to stay!"
